Medical Executive (2 Sessions/Week- salaried) – Gloucestershire LMC

Gloucestershire LMC is seeking a committed and experienced GP to join our team as a Medical Executive, working 2 sessions per week, ideally with one session on a Tuesday or Thursday.
This is a unique opportunity to shape the future of general practice in Gloucestershire, working at the heart of local GP leadership. You will provide confidential support to GPs and practices, represent general practice in system-level discussions and negotiations, and contribute to LMC policy and communication.
You will be joining a small, collaborative team, engaging with a wide range of stakeholders including the ICB, NHSE, and PCNs. The role requires strong clinical insight, strategic thinking, and a passion for representing and supporting your GP colleagues.

JOB SPECIFICATION:-

Medical Executive – Gloucestershire Local Medical
Committee (LMC)
Role Purpose
This new Medical Executive position is being established to provide senior medical
leadership and operational support within the LMC. The post-holder will manage
and share the workload of the LMC office, provide medical advice to the CEO and
Committee, assist the Chair in engaging with constituents and wider stakeholders,
and contribute to the strategic development of the LMC to ensure effective
advocacy and representation of general practice in Gloucestershire.
This role will support both individual practitioners and practices and ensure the
voice of Gloucestershire general practice is represented at local, regional, and
national levels.

• The Chair and Executive of Gloucestershire Local Medical Committee
(hereafter “the Committee”).

Role Overview
This is a senior and flexible leadership position requiring close liaison with the
Chair, CEO, Executive Committee, and wider stakeholders. The role is dynamic,
responsive to evolving healthcare structures, and demands an understanding of
both operational detail and strategic vision.

Key Responsibilities

Support for Constituents

• Provide confidential advice, guidance, and signposting for GPs and practice
staff in levy-paying practices, and for all other GPs working in
Gloucestershire, across a wide range of matters including but not limited to:
o Employment, partnership, and contractual issues.
o Professional standards, ethics, performance, and regulatory matters.
o Premises, pharmacy, and dispensing queries.
o Appraisal, revalidation, and performers’ list concerns.
o Interface issues with secondary care and commissioning bodies.
o Complaint handling (individual or practice level).
• Triage and respond to enquiries from practices and individuals.
• Liaise with NHS organisations including:
o Integrated Care Boards (ICBs), NHS England (NHSE or any
subsequent body), Local Authorities (LAs), Department of Health
(DoH), NHS Trusts, and other commissioners and providers.
• Represent the LMC and general practice at meetings with commissioners
and other system partners.
• Actively promote the role and value of GPs and the LMC, including liaising
with local and national media when appropriate.
• Reflect on and contribute to the ongoing strategic development of the LMC
and its support mechanisms for constituents.

Support for the Committee

• Work collaboratively with the Chair, CEO, and Executive to ensure the
effective running of the Committee.
• Contribute to reviewing and updating the LMC Constitution, policies, and
procedures.
• Maintain a strong working knowledge of the GMS contract, Statement of
Financial Entitlements, and other key general practice frameworks.
• Advise on constitutional and governance matters including elections,
representation, and conduct of meetings.
• Maintain professional relationships with the ICB, DoH, and other
stakeholders, representing the Committee’s collective view.
• Help prepare and review agendas for Committee and stakeholder meetings
and ensure follow-up on actions are completed.
• Attend the Committee’s regular meetings and act as representative for the
committee at regular meetings with the ICB, GHFT, GHC, Glos County
Council or other commissioning, provider or stakeholder organisations
• Collaborate with local GP organisations (e.g., GGPET, the Training Hub,
GDOC) and support key events.
• Draft and submit motions to national GP conferences, where required.
• Contribute to constituent communications, including:
o Monthly newsletter.
o Targeted email updates.
o Maintaining and updating LMC SharePoint resources.
• Maintain awareness of, and contribute to, BMA GP Committee and LMC
Listserver activity.
• Represent Gloucestershire LMC at Southwest Regional LMC meetings.
• Support other LMC Committee members in responding to constituent
concerns and issues.

General Expectations

settings.
• Participate in annual executive appraisal and peer review processes.

Person Specification

Essential

• A registered medical practitioner on the GMC register.
• Significant and current experience working in UK general practice.

Desirable

• Experience in leadership or management roles within general practice or
broader healthcare.
• Familiarity with commissioning structures, contract negotiation, or service
procurement in general practice.
• Previous involvement with or knowledge of LMC structures and functions.
• Background in GP education, appraisal, mentoring, or pastoral support.
